This paper aims to accelerate transformation of urban and rural construction mode and construction mode, realize energy conservation and emission reduction binding goal, build resource saving environment friendly society, housing and Urban and Rural Development Ministry announced on its website before Japan announced "12th five year" building energy efficiency special plan (consultation draft).

The proportion of new wall materials accounted for 60% per cent of total wall materials, and 70% buildings applied proportion; 8 was formed by "saving energy law" and "regulations on energy conservation of civil buildings".
